Biography

Sing Gai Quan earned his Master of Social Work from San Francisco State University with a focus on Title IV-E and holds a Bachelor’s degree in Child and Adolescent Development. Sing works extensively supporting diverse individuals and families across healthcare, housing, child welfare, and community-based settings. He currently works as a Senior Social Worker with the Veteran Administration in the HUD-VASH program, providing comprehensive case management and housing support to homeless Veterans. Previously, Sing worked as a Master-level Social Worker at On Lok Lifeway, delivering clinical social work services, care coordination, and interdisciplinary team collaboration for older adults and their families. He also has experience with San Mateo County Child Protective Services, where he investigated child abuse and neglect cases, developed court reports, and supported family reunification efforts. His background includes internships in child welfare, foster youth services, and dependency court, with a graduate research focus on Commercially Sexually Exploited Children in foster care.  Sing is fluent in Cantonese, trained in mandated reporting and trauma-informed care, and committed to promoting safety, stability, and long-term well-being for individuals and families.
